On August 10, former President Bill Clinton, former Vice President Al Gore, current Senate Majority Leader Harry Reid and a gaggle of political supporters and rent-seekers will descend on Las Vegas for what is being called a "National Clean Energy Summit." Speakers will doubtlessly tout the virtue of forcing taxpayers to subsidize less reliable and more expensive energy sources such as wind and solar power, in order to address the perceived problem of global warming.

Last week the U.S. House of Representatives passed the 1,200-page Waxman-Markey "American Clean Energy and Security Act" to impose new taxes on energy use. The bill is a cap-and-trade scheme that would artificially limit the amount of carbon dioxide that can be emitted by energy users from the combustion of fossil fuels. The bill would essentially create an energy rationing scheme that would require energy producers to acquire costly ration coupons for each ton of carbon dioxide they emit.

Lawmakers are pushing for higher and higher production quotas for the centrally planned electric utility industry. The problem with this so-called "visionary" approach to energy policy is that it isn't visionary at all.
